  • Billy Gaines has been a resident of Ray County for over fourteen years with his wife Kathie and their three daughters  Two of Billy’s daughters have disabilities, so he understands the daily life of families with special needs.  Billy formerly worked for Ray County Board of Services for the Developmentally Disabled with Ms. Breen as part of the Targeted Case Management staff. During his time he created the HEAL program (Healthy Eating Active Living) for the developmentally disabled with dreams to make an activity program that would integrate the community and individuals with disabilities together.

    Billy is now a Support Coordinator and Resources Coordinator for Special Needs Services of Ray County the dream is now coming to reality with development of the C.A.P. Program (Community at Play). When fully running, our community can be integrated as one to have fun and enjoy being active together.

    Billy has recently retired from active military duty from 2018 till 2021. He served five years with United States Marine Corps. He transitioned to the Missouri National Guard and U.S Army for seventeen years where he was an Instructor, Mentor, and Coach before he retired February 2021. Billy is also a member of the Orrick Masonic lodge Ada # 444, VFW Post 4052 Lexington Missouri, Griffith-Skiles American Legion Post #237 Richmond, Missouri, and the Missouri National Guard Association.
